In April 1920 at the San Remo Conference, Britain received administrative control of Palestine, ratified by the League of Nations in July 1922. The Mandate incorporated the Balfour Declaration's commitment to a Jewish national home and charged Britain with facilitating Jewish immigration. The Arab majority population, comprising approximately 88-90% of Palestine, was referred to only as "non-Jewish communities" without recognized political rights. During 1920-1948, the Jewish population grew approximately tenfold through immigration. Violence between communities increased through the 1920s and 1930s, culminating in the Arab Revolt of 1936-1939. Britain referred Palestine's future to the United Nations in 1947.
